Nicuşor Dan on SAFE Program, Government Demise, and Future Consultations

President of Romania addresses the status of the SAFE program, legal challenges to emergency ordinances, mediation efforts in labor laws, and upcoming parliamentary consultations.

President Nicolae Nicușor Dan stated that there is no risk of blocking the European defense program 'Acțiunea pentru securitatea Europei' (SAFE) for Romania. He emphasized during a press conference on May 15th that as discussions intensify around SAFE by mid-May, there are legislative backup measures in place to ensure its timeline remains intact until then.

Dan noted, "There is no risk of this happening. As we approach the deadline of May 31st, debates about SAFE will become more frequent. There's a backup mechanism within Parliament and possibilities for timely legislative intervention that can prevent delays."

However, legal challenges have been filed against Government Emergency Ordinance (OUG) No. 38/2026 regarding this program by the public attorney Renate Weber at the Constitutional Court of Romania on March 15th. The court is examining alleged constitutional breaches concerning rights and freedoms.

Regarding a government collapse triggered by a no-confidence motion in Parliament, Dan indicated that while temporary governments function only to manage state affairs without initiating new policies until a newly elected cabinet assumes office, measures such as SAFE will still be safeguarded under parliamentary oversight mechanisms.

Dan also addressed the issue of mediation efforts surrounding labor law negotiations. He stated these are ongoing "own initiatives" and not directly managed by his Presidential Administration's department. His goal is to conclude discussions on salary laws with parliamentarians from different political parties over multiple days next week, including possible talks on Tuesday or Wednesday for non-parliamentary representatives.

Lastly, Dan disclosed that official consultations between the government and parliamentary factions will take place this coming Monday as per constitutional provisions; further sessions are scheduled later in the week involving additional members of Parliament not represented by formal party formations.
