Officers from the Houston Police Department arrived at the park at around 9:30 in the evening, where they found at least 500 teenagers and adults assembled. The scale of the gathering, described as a teen takeover, prompted the heavy deployment as police worked to disperse the crowd before it could spill over toward the festival grounds and the surrounding entertainment district.

Two people were taken into custody during the operation, a teenager and an adult, and police said both were found to be carrying firearms.
