The resolution goes beyond the immediate security crisis in Oyo to demand the full implementation of a decentralized security architecture across Nigeria. Lawmakers resolved that both the National Assembly and the Executive must immediately commence implementation of previously adopted resolutions on decentralized security, including the creation of state police forces that would operate under the authority of state governors.
Among the specific measures called for by the House are the establishment of local government policing units capable of responding to security threats at the community level, decentralized courts to accelerate the prosecution of security offenders, and an integrated national intelligence and surveillance network designed to improve information sharing between federal and state security agencies.
The motion was triggered by the abduction of pupils from Baptist Nursery and Primary School, Yawata Community Grammar School and several other educational institutions in Oyo State, alongside the killing of teacher Michael Ayedoku. These incidents have highlighted the vulnerability of schools and rural communities in the Old Oyo National Park corridor, which lawmakers described as a transit route exploited by criminal elements operating across the southwest region.
The resolution also references the one thousand forest guards already approved for deployment in the region, aligning with a presidential directive aimed at ensuring a sustained and dominant security presence across the Old Oyo National Park and its surrounding areas. Lawmakers argued that preventing the park from becoming a safe haven for criminals requires both permanent military infrastructure and community-level policing capacity.
The call for state police represents one of the most contentious aspects of Nigeria's ongoing security debate, as the country currently operates a centralized police structure under the Nigeria Police Force headquartered in Abuja. Advocates of decentralization argue that state-controlled police forces would be more responsive to local security challenges, while opponents raise concerns about potential misuse by state governors for political purposes.
