Nigerian Senate urges suspension of Boko Haram reintegration program

The Nigerian Senate has asked the federal government to suspend the Rehabilitation and Reintegration Program for repentant Boko Haram members, while urging security agencies to intensify efforts to arrest and prosecute terrorists and other criminal elements responsible for attacks across the country. According to Channels Television, the resolution was adopted during plenary following a motion sponsored by the Chairman of the Senate Committee on Army. As part of the same resolutions, the upper chamber resolved that a delegation led by the President of the Senate will meet with President Bola Tinubu to discuss the worsening security crisis, and moved to strengthen oversight of security agencies to keep the nation's security chiefs on their toes.

The Nigerian Senate has asked the federal government to suspend the Rehabilitation and Reintegration Program for repentant Boko Haram members. According to Channels Television, the resolution was adopted during plenary following a motion sponsored by the Chairman of the Senate Committee on Army. Alongside the call for suspension, the upper chamber urged security agencies to intensify efforts to arrest and prosecute terrorists and other criminal elements responsible for attacks across the country.

The resolution marks a hardening of tone from the legislature towards the approach of receiving and reintegrating former insurgents. Rather than continuing to process repentant fighters back into society, the Senate is pressing for those responsible for violence to be pursued through arrest and prosecution, signalling scepticism among lawmakers about the balance between rehabilitation and accountability in the fight against the insurgency.

As part of the same set of resolutions, the upper chamber resolved that a delegation led by the President of the Senate will meet with President Bola Tinubu to discuss the worsening security crisis. The planned engagement points to an effort by the legislature to raise the matter directly with the executive, framing insecurity as an issue that requires attention at the highest level of government.

The Senate also moved to strengthen its oversight of the security agencies, resolving to keep the nation's security chiefs on their toes over the country's security situation. Lawmakers indicated that committees responsible for security matters should tighten their supervision, so that those in charge of the security architecture are held to account for the state of affairs on the ground.

The debate over the reintegration programme comes against the backdrop of a continuing counterterrorism campaign in the north-east. Among the developments cited in that context was the reported surrender of two senior commanders of the terrorist group, said to have handed themselves in and to be currently in military custody, a step presented by the authorities as a breakthrough even as attacks persist elsewhere.

Taken together, the resolutions reflect growing pressure within the National Assembly for a firmer line on security, combining a demand to halt the reintegration scheme with calls for stronger enforcement and closer scrutiny of the security services. The coming engagement between the Senate leadership and the presidency is likely to test how far the executive is willing to adjust its strategy in response to the concerns raised by lawmakers.
