Current sales conditions rose modestly to 39, expectations for sales over the next six months held at 43, and the flow of prospective buyers walking through the door stayed stuck at a very soft reading of 23, underlining just how hesitant buyers have become.

To coax those buyers off the sidelines, builders are resorting to discounts. Some 35% cut prices in August, only slightly fewer than the 37% who did so in July, with the average reduction holding at 6%, a persistent giveback that eats into margins and signals genuine demand weakness.

What it means for the road ahead

Taken together, a wary consumer and a discount-driven housing market paint a picture of an economy losing a little altitude rather than stalling outright. It is the kind of gradual cooling that complicates the job of policymakers trying to balance growth against lingering inflation risks.

Softening confidence and builder price cuts may frustrate sellers, but they also hint at more negotiating room for buyers who have waited patiently.
